Marcel also served as a councillor, deputy reeve, and reeve of the former Oso Township.

In June 2000, Marcel received the Central Frontenac Council Oso district senior of the year award. In accepting, he said that he intends to remain active, and that one of his initiatives will be to agitate for new and improved council chambers for Central Frontenac.
