South Frontenac Report
Following earlier heated debate about the expense of completing a Recreation Inventory Study, Council has asked the Central Recreation Committee to provide background on its mandate and a list of its achievements to date.
A report from Samer Saade, who has been employed by the township to prepare a digital map to enable South Frontenac to establish a township-wide enhanced 911 service, said among other things, that it will take between 80 and 100 more hours of strictly digital cleanup before the township maps can be sent to Bell for quality check. His report also said that of the four districts within the township, Storrington District has the most work ahead of it in order to be ready. He described Storrington as 60% ready.
Saades report sparked a lively debate, with the councilors from Storrington taking a lead role. Both expressed concerns with the expense and confusion that lane changes required by the process are bringing about. Its too expensive to change hundreds of numbers, said Councillor Jack Barr.
In the end, a resolution accepting Samer Saades report was passed by council, with the two members from Storrington opposing the motion.
They adopted a Committee of the Whole report with recommendations that the OPP be contacted to review the enforcement of speed limits in the Hamlet of Sydenham, and that staff should develop policies for road maintenance standards, for designation of roads not suitable for development, and to help council decide on the effect of development on seasonal roads.
Council brought Bedford Fire-Fighters pay rates up to parity with the other districts in the township.
The OPP reported that cottage break-ins increase dramatically during the fall after Thanksgiving. Any suspicious activity should be reported to their Communications Centre at 1-888-310-1122.
Council postponed to November 5 a resolution which would establish a sub-committee to gather information about the proposed K&P trail.
Councillor Pobran requested reports from staff which would summarize the goals, objectives and finances of the various departments (fire, roads, waste management, parks and recreation) that are area rated. At the time of amalgamation, council agreed to reassess area rating in five years. Those five years will be up in November. Pobran stated "We cannot continue floundering forever its time we start working towards full amalgamation."
