The Township of Central Frontenac announces that Cathy MacMunn, Chief Administrative Officer (CAO)/Clerk has formally shared plans to retire, effective April 30, 2027. The announcement marks the conclusion of an exceptional and historic 45-year career in municipal public service.
Throughout nearly five decades, Cathy has provided vital leadership, working alongside multiple Mayors, Councils, and municipal teams to guide Central Frontenac through periods of significant development, challenge, and growth.
"On behalf of council and the residents of Central Frontenac, I want to extend our deepest gratitude for 45 years of unparalleled dedication," said Mayor Frances Smith. "Her integrity, wisdom, and steady hand have been the backbone of our municipal administration. While she leaves incredibly large shoes to fill, she leaves our Township in an excellent organizational and financial position."
To ensure operational continuity, an extended transition plan has been established. Municipal operations will begin a planned restructuring process, recruiting for a distinct Clerk position this fall, followed by the recruitment of a separate Chief Administrative Officer in early 2027.
“I am incredibly proud of what we have accomplished together, and it has been an absolute honour to serve successive councils and the residents of Central Frontenac,” said MacMunn. “I am fully committed to working closely with council over the next six months to support a smooth leadership transition and ensure the continued stability of our organization.”
