Verona Housing - Architectural and Infrastructure Services
Council voted approval to award the Verona Housing Architectural Services Request for Proposal to RAW Design for $698,200. RAW Design demonstrated good understanding of the community impact this project will have, and the fact that the design needs to be completed in a manner that will allow the density to be modified easily once servicing is determined.
Council also approved staff’s recommendation to apply for a grant opportunity available under the Canada Housing Infrastructure Fund (CHIF). It is estimated the Township would apply for 4.5 million to support the full servicing process from Environmental Study to construction/installation. If successful, the CHIF program would provide up to 50% of project funding.
Disposition of Land
Council agreed to the transfer of a landlocked parcel of surplus land (Part lot 10, Con 13) to the Land Conservancy for Kingston, Frontenac, Lennox and Addington, subject to three conditions: 1) that the boundaries be clearly defined; 2) that should future transfer of ownership become necessary, the property would be transferred to another conservation minded group; and 3) the Land Conservancy will assume all legal fees associated with the transaction.
New Recreation Facility Rental Fees
Starting January 1, 2025, all users of South Frontenac’s indoor and outdoor recreation facilities will be charged an updated user fee rate. The 2025 rates are the result of a nearly two-year study aimed at equalizing the Townships fees and allocation process for recreational facilities.
Users are divided into three categories: 1: Resident groups with high community benefits, such as youth, seniors’ groups, and not-for-profit organizations will have the lowest user fees. 2: Resident groups primarily comprised of adults, which may or may not be open to the public, will have slightly higher fees than category one users. 3: Non-resident, corporate, and for-profit users will be charged the highest fees. Full details are available on the Township’s website.
Council passed the rental fee policy and by-law motions with 2 opposed to each. (This was not a recorded vote, so dissenting voters were not named.)
Draft 2025 Budget
Council will be meeting at Storrington Hall Friday Dec 13, from 9am-2pm, to review and discuss the draft budget for the coming year; it's anticipated this will be available for viewing on Zoom; contact the Township for further details.
Sydenham Santa Parade
Councillor Trueman and Mayor Vandewal both complemented the Sydenham Christmas parade; “Well done; the biggest parade ever.”
(Note: where else is one lucky enough to see a septic pumping truck in a Santa Parade?!)
