Here is a different tact ... instead of providing cash as an incentive to recruit doctors why not use our best asset? Why do so many people come, and stay, to this area? Our natural beauty of course. Buy a winterized cottage on one of our beautiful lakes close to the medical clinic and offer it rent free to new doctors ... after a few years charge them rent or allow them to buy it, perhaps with the condition that if they later sell it they have to sell it back to the township. Cash is great but with home prices through the roof, traffic congestion etc. how enticing would living on a lake be to a potential new doctor. Imagine interviewing them on the dock of that cottage listening to loons in the background. We are competing with the entire province for new doctors. For those of us lucky enough to live on our lakes we believe we can compete with the best of them. The township finance person would also be happy - instead of handing over cash you have an asset, the cottage, that would grow in value.
